The bills by Senator Paula Hollinger of Baltimore County and Delegate Samuel Rosenberg of Baltimore would create a legal framework for conducting stem cell research.

It would also provide state funds to underwrite research in a field that has inflamed passions in medical, scientific and religious communities.

Even the name of the proposed law - the Ronald Reagan and Christopher Reeve Stem Cell Research Act - is proving contentious.

Some conservative Republican senators demanding that the name of the former president be removed from the bills.
